The TVET support program represents a highly relevant and timely contribution to address major education, poverty and migration challenges that have arisen in Turkey as side effects of the ongoing war in Syria, where a recent cessation of hostilities has not yet translated into durable and just pacification.

The objective of this Project is to:

  • bridge the education gap created by war and displacement
  • respond to the educational needs of Syrians in Turkey
  • utilize Turkey’s education infrastructure and expertise
  • build on Turkey’s success of developing industrial clusters
  • capitalize on private sector opportunities for training and employment
  • offer chances for sustained livelihood in terms of improved employability
  • improve conditions of Syrian refugees to integrate in Turkey
  • facilitating the return of better educated Syrian to Syria in the future
  • mitigate migratory pressure towards the European Union (EU) and Germany in particular.

The purpose of this contract is to promote gender equality for girls and boys in schools and equality and a gender-sensitive approach throughout the education system, within this scope the contract will include technical assistance for:

  • İncorporating the gender perspective at all levels of the educational system and improving the Ministry of National Education’s system by formulating a gender equality assurance tool for schools (GEATS) with stakeholders, multiplying and distributing this tool as booklets and implementing this system at the chosen pilot schools,
  • İmproving the Ministry of National Education’s capacity to promote equality and a gender-sensitive approach throughout the education system by organising study visits, reviewing policy documents, strategies, relevant legislation through workshops and revising the existing curricula and course books in terms of gender equality,
  • Raising awareness for all parts of society (students, parents, teaching and non-teaching staff, etc.) by organising local and international conferences and campaigns to impact target groups.

Strengthening Special Education Project Part II started on 7 January 2014 for a duration of 10 months. The project is based in Ankara.The purposes of this contract were to create new opportunities for individuals with special education needs, improve educational setting, increase their access to education and contribute to their inclusion with the society through in-service trainings and procurement of new psychological measurement tools Pearson and Woodcock Johnson. These tools are to be standardized to Turkish curriculum, culture and learning abilities. The TA contract had to meet 5 results at the end of the Project:

  • The improvement of Quality of educational diagnosis and assessment services in GRCs
  • Standardization of Pearson Tools
  • Collection of trial data in the implementation stage in Woodcock Johnson III
  • Capacity building of the guidance teachers
  • Dissemination of the project results to all relevant stakeholders

The purpose of this operation is to increase the quality and adaptability of human capital involved in the accommodation and food and beverage enterprises in the tourism sector which have an operation or investment licence from the Ministry of Culture and Tourism. To that end, training and consultation capacities of social partners, central and local public organisations in the tourism sector will be increased to strengthen the competencies of employees and employers. Strengthening Special Education Project has started on 16 March 2011 for a duration of 30 months. The project was based in Ankara and covered 40 pilot schools and 28 Guidance and Counselling Centres (RAMs) in 10 pilot provinces.

The main results to be achieved include:

  • Development of policy recommendation on inclusive special education
  • Increasing awareness for inclusion of the disabled in the society
  • Increasing professional qualifications of teachers on special needs education in pilot provinces
  • Implementation of “School without Barriers Model” designed for the learning needs and characteristics of each individual in pilot provinces
  • Improvement of quality of educational diagnosis and assessment services in RAMs
  • Improvement of quality of work and vocational training for the disabled individuals
