Project Title: ETKINIZ III Support to Monitoring the Human Rights situation in Türkiye

Call for Experts –

The Consortium in partnership with ANKON Consulting is looking for Key and Non-Key Experts for the ETKINIZ III Support to Monitoring the Human Rights situation in Türkiye Project, with the below-listed qualifications:

Available Positions: Key and Non-Key experts

Key Expert 1: Team Leader – 8+ years of experience in Human rights, civil society, human and social development, etc. Previous experience in the following topics will be an asset: Local context, including legal framework on human rights and civil society in Türkiye; Civil society role in human rights monitoring, promotion and protection; International human rights mechanisms framework, including at the European level.

100% of working time should be spent in Türkiye, unless otherwise requested and authorized by the Contracting Authority.

Qualifications and skills

  • Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field such as human rights will be an asset.
  • Very good command of written and spoken English. Turkish will be an asset.

General professional experience

  • Minimum of 3 years of professional experience as Team Leader/Programme coordinator is required; previous experience in EU-funded programmes is an asset.
  • Minimum of 5 years of professional experience in programme or project management is required; Experience in programme or project management in a relevant field such as Human rights, civil society development, etc. will be an asset.

Key Expert 2: Civil Monitoring and Advocacy Expert

– Key Expert 2 will have a central role in the design and implementation of the various components of the programme with a special focus on Activity Package 1. He/she/they will provide specific guidance to beneficiaries on thematic and methodological issues.

100% of working time should be spent in Türkiye, unless otherwise requested and authorized by the Contracting Authority.

 

Qualifications and skills

  • Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field such as Human rights will be an asset.
  • Very good command of written and spoken English. Turkish will be an asset.

General professional experience

  • Minimum of 5 years of professional experience in relevant fields such as human rights, civil society, human and social development, etc.
  • Minimum of 3 years of professional experience in programme or project management. Experience in programme or project management in a relevant field such as human rights, civil society development, etc. will be an asset.

Specific professional experience

  • Minimum of 2 years of professional experience in working for/in support of CSOs on issues related to Human Rights monitoring, promotion and protection. Previous experience in the following topics will be an asset:
  • Previous experience in EU-funded programmes;
  • International human rights mechanisms and framework, including at the European level.
  • Local context, including legal framework on human rights and civil society in Türkiye

Key expert 3: Civil Society Capacity Development Expert 

Key Expert 3 will have a central role in the design and implementation of the various components of the programme, with a special focus on Activity Package 2. He/she/they will provide specific guidance to beneficiaries on thematic and methodological issues.

100% of working time should be spent in Türkiye, unless otherwise requested and authorised by the Contracting Authority.

Qualifications and skills

  • Minimum of 5 years of professional experience in relevant fields such as Human rights, civil society, human and social development, etc.
  • Minimum of 3 years of professional experience in programme or project management. Experience in programme or project management in a relevant field such as Human rights, civil society development, etc. will be an asset.

Specific professional experience

  • Minimum of 2 years of professional experience in the design and delivery of capacity-building activities for CSOs (including trainings, workshops, seminars, etc.), including in event organisation and facilitation. Experience in the following topics will be an asset:
  • Previous experience in EU-funded programmes;
  • Human Rights monitoring, promotion and protection;
  • Local context, including legal framework on human rights and civil society in Türkiye

Non – Key Experts:

  • Communication and Campaigning:
    With a professional background in communication and human rights, this expert will be responsible for supporting programme beneficiaries in areas such as strategic communication, media relations, advocacy, campaigning, and event coordination. They will also manage the programme’s online platforms, including the resource hub.
  • Digital Empowerment and Data Management:
    This expert will provide guidance to beneficiaries on data-related topics, including data processing, visualization, and reporting. They will lead capacity-building initiatives focused on digital empowerment and data systems, contribute to the programme’s Monitoring and Evaluation activities, and provide inputs for the resource hub.
  • Legal Support:
    Bringing solid expertise in international human rights law and the Turkish legal and regulatory context, this expert will offer beneficiaries legal advice and support related to human rights monitoring. They will also contribute to the creation of content and the organization of events focused on the legal and regulatory environment.

In addition, at least 6000 days of Non-key Senior and Junior experts should be available to directly support the beneficiaries of the programme and to deliver the training programme.
