Project Title: – EC Communication in Türkiye
Call for Experts
The Consortium in partnership with ANKON Consulting is looking for Key and Non-Key Experts for the EC Communication in Türkiye project, with the below-listed qualifications:
Key expert 1: Team Leader (Full Time) – at least 80% presence at operational base (Ankara) required
Qualifications and skills
- S/he has a bachelor degree preferably in journalism or marketing, or: any university bachelor’s degree plus work experience of minimum 10 years in communication, journalism or public relations. University degree higher than a bachelor degree in journalism or marketing will be an asset.
- At least C1 or preferably C2 level for understanding, speaking and writing skills in English according to the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr
- At least C1 or preferably C2 level for understanding, speaking and writing skills in Turkish according to the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr will be an asset.
General professional experience
- Minimum of 10 years’ experience in developing and implementing communication strategies and working in mass media in a senior position is required, additional experience will be an asset
- At least 5 years of management experience is required, additional experience will be an asset
Specific professional experience
- Excellent knowledge of Türkiye and the communication environment demonstrated by a minimum of 5 years of related work experience relevant to Türkiye or in Türkiye
- Minimum of 5 years’ experience in project management
- Experience in communication work for the EU/ international organisations/ embassies/ public authorities will be an asset
- 15 years or more experience in the above-mentioned areas will be an asset.
Key expert 2: Expert for digital communication (full time) – at least 80% at operational base (Ankara) required
Specific tasks
Conduct tasks with a specific focus on website, social and digital media by proactive campaigning, content development and content management, promoting, monitoring and reporting regarding the institutional identity of the Delegation in the framework of digital diplomacy.
Qualifications and skills
- University degree in fields above, preferably journalism or marketing, or: in case the university degree is not in the aforementioned fields, work experience of at least 10 years in one or more of the following fields: journalism, publishing, editing, digital diplomacy and communication.
- At least C1 or preferably C2 level for understanding, speaking and writing skills in English according to the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/european-language-levels-cef
- C2 level for understanding, speaking and writing skills in Turkish according to the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/european-language-levels-cef
General professional experience
- Demonstrated experience of at least 10 years producing a variety of information and communication materials
- At least 5 years’ experience in working with social media.
Specific professional experience
- At least 3 years’ experience in providing strategic advice on social media management.
- Experience with digital media buying will be an asset.
Key Expert 3: Expert for Events (Full Time) – at least 80% presence at operational base (Ankara) required
Specific tasks
- Conducting the tasks related to the organisation of events under the Contract, including coordination with third parties, including communication with third parties who may not be fluent in English
- Handle protocol issues, arrange logistic and events in a fashion that can accommodate VIPs (such as high level representatives from politics, business, culture, media etc.) and high level, large scale events (at least 100 participants).
Qualifications and skills
- University degree in fields specified above, preferably in marketing/ PR, or: in case the university degree is not in the aforementioned fields, work experience of at least 10 years in public relations and event organization
- C1 level or higher for understanding, speaking and writing skills in English according to the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr

General professional experience
- At least 10 years of relevant work experience in public relations or event organization. 10 years of combined work experience in both of the above mentioned areas will be an asset. Specific professional experience
- Demonstrated experience of at least 3 years in dealing with VIPs (such as high level representatives from politics, business, culture, media etc.) and high level, large scale events (at least 100 participants).
- Experience with the organisation of events for one of the following will be an asset: EU/ international organisations/ embassies/ public authorities
- Experience in film festival organisation will be an asset.
Non-key experts
The profiles of the non-key experts for this contract are as follows (non-exhaustive list):

EUD digital media administrator:
Specific tasks
Overseeing, coordinating and conducting the tasks related to the technical and content management of all of the Delegation’s digital media, including regular maintenance, development and updates.
Qualifications and skills
- Broad knowledge of web design principles and trends.
- Broad knowledge of Drupal and mobile applications
- Database and statistical analysis skills and reporting
- C1 level for understanding, speaking and writing skills in English language as specified in above links. B2 level for understanding, speaking and writing skills in Turkish language or higher level command of Turkish language as specified in above links will be an asset.
General professional experience
- At least 5 years working experience in the Web arena and experience in managing, updating websites and development and management of social media tools;
- Experience in managing all front-end aspects of projects such as design, HTML, and Flash development. Specific professional experience
- Experience with web Content Management Systems.
- Experience in online electronic mailings; and information distribution systems and databases.
- Proficient with Photoshop, Illustrator, Dreamweaver, PowerPoint, MS Word and other tools necessary to manage website and social media tools.
Communication Expert responsible for the EU Info Centre Network
Specific tasks
The expert will be in charge of liaising with the EUICN, supporting the EUIC activities in all visibility related tasks, being available as a constant contact point for all centers, ensuring smooth coordination between the EUICN and ICSP and proper implementation of tasks, including guiding and development of specific activity plans. This also includes coordinating and conducting the tasks related to the organisation of events, including coordination with third parties.
Qualifications and skills
- University degree in social sciences, preferably in public relations, communication or journalism, or: in case the university degree is not in the aforementioned fields, work experience of at least 8 years in public relations, event organisation
- Full computer literacy
- C1 level for understanding, speaking and writing skills in English language as specified in above links;
- C1 level for understanding, speaking and writing skills in Turkish language as specified in above links.
General professional experience
- At least 6 years of relevant work experience in public relations or event organisation
- 8 years of work experience in both of the above mentioned areas are an asset. Specific professional experience
- Demonstrated experience of at least 4 years in dealing with VIPs (such as high level representatives from politics, business, culture, media etc.) and high level, large scale events (at least 100 participants).
- Experience with the organisation of events for one of the following will be an asset: EU/ international organisations/ embassies/ public authorities
- Former experience with the EU Information Centres Network will be an asset. The Contractor may furthermore be required to hire an expert to support the audio-visual productions of the Delegation. Whether such an expert will be requested or not will depend on the type and scope of audio-visual materials the Delegation plans to commission and/ or produce, which will be decided based on research results concerning attitudes, media use etc. among the TR public.
Senior Expert for Audio-visual Productions
Specific tasks
The expert will be in charge of liaising with TV and media channels, developing and overseeing the production of various audio-visual materials, including TV programmes, spots etc. in coordination with the Contract Manager. The expert will also record, edit, subtitle and produce quality photos and short videos using the smartphone and related equipment owned by the Contractor.
Qualifications and skills
- University degree preferably in public relations, communication or journalism, or: in case the university degree is not in the aforementioned fields, work experience of at least 15 years in television
- Full computer literacy
- C1 level for understanding, speaking and writing skills in English language as specified in above links;
- C2 level for understanding, speaking and writing skills in Turkish language as specified in above links. General professional experience
- At least 10 years of relevant work experience in national level TV production
- 8 years of work experience in national Turkish TV news would be an asset Specific professional experience
- Demonstrated experience of at least 5 years in a leading role in a national TV channel, eg editor in chief/ news editor/ bureau chief etc.
- Asset: experience in national TV channels across different media groups, including both public and private channels.
Expert Success Story Writer:
Specific tasks
Oversee, coordinate and conduct tasks related to the development and production of publications/ online and printed materials. Producing one success story per week.
Qualifications and skills
- University degree in social sciences, (communication, journalism or public relations, etc.), or: in case the university degree is not in the aforementioned fields, work experience of at least 10 years in journalism, publishing, editing, communication.
- Full computer literacy and minimum five years of experience with print and web publishing software.
- C1 level for understanding, speaking and writing skills in English language as specified in above links;
- C2 level for understanding, speaking and writing skills in Turkish language as specified in above links. General professional experience
- Demonstrated experience of at least 10 years producing a variety of information and communication materials
Specific professional experience
- Demonstrated experience of at least 5 years in the production of printed information materials, including knowledge of graphic design, lay-outing and the technical pre-press work involved in the production of publications, booklets and other information materials.
Promotion of EU funded projects Expert:
Specific tasks
The expert will be in charge of structuring and full implementation of the campaign on EU funded projects on thematic and sectoral basis.
Qualifications and skills
- University degree in social sciences, preferably in public relations, communication or journalism, or: or: in case the university degree is not in the aforementioned fields, work experience of at least 10 years in journalism, publishing, editing, communication.
- Full computer literacy
- C1 level for understanding, speaking and writing skills in English language as specified in above links;
- C1 level for understanding, speaking and writing skills in Turkish language as specified in above links.
Professional experience
- Minimum 5 years of experience with the visibility and communication of EU funded projects.
- Minimum 5 years of social media experience including editing, content creation, using digital tools
- Asset: Experience with campaigns similar to the one requested, ie. on priority issues such as environment and equality
- Asset: Experience with public diplomacy.
