Call for Experts – Corporate Development, Stakeholder Participation, and Governance Programme
ANKON Consulting is establishing a pool of experts for the Azerbaijan GRCF2W2 – Ganja Solid Waste Management (SWM) and GRCF2W2 – Ganja Street Lighting Green Cities (SL) Window II Projects, which are currently in the tender phase.
These projects aim to comprehensively upgrade the solid waste management infrastructure and ecosystem in the Republic of Azerbaijan by enhancing core collection and disposal processes while introducing new investment and development schemes. The initiatives will be implemented in Ganja, the second-largest city in Azerbaijan.
We are looking for experts with practical experience in the solid waste management sector, preferably in the Caucasus or Eastern Europe, and a strong understanding of the policies and procedures of International Financial Institutions such as the World Bank or EBRD.
Available Positions:
Project Manager – 10+ years of experience in public infrastructure, preferably in solid waste management in the Caucasus or Eastern Europe. Familiarity with IFI policies and procedures (World Bank, EBRD) is required. Knowledge of Azerbaijani is an advantage.
Solid Waste Management Operations Expert – 5+ years of experience managing SWM projects in the Caucasus or Eastern Europe. Proficiency in Azerbaijani and English is required.
Street Lighting Operations Expert – 5+ years of experience managing street lighting projects, preferably in the Caucasus or Eastern Europe. Proficiency in Azerbaijani and English is required.
Infrastructure Sector Institutional & Regulatory / Legal Expert – 8+ years of experience in institutional, regulatory, or legal aspects of the infrastructure sector. Familiarity with local conditions in the Caucasus or Eastern Europe is an advantage.
Environmental Expert – 8+ years of experience in environmental matters within the public infrastructure sector, including Environmental Action Plan development and implementation. Familiarity with the Caucasus or Eastern Europe is an advantage.
Social Expert – 8+ years of experience in social issues, including Social Impact Assessments and Social Action Plans. Familiarity with the Caucasus or Eastern Europe is an advantage.
Accounting & Finance Expert – 8+ years of experience in financial and accounting aspects of public infrastructure projects. Previous experience in the Southern Caucasus or Eastern Europe is required.
Stakeholder Engagement & Communications Expert – 5+ years of experience in public awareness campaigns and stakeholder engagement. A solid understanding of waste management principles is an advantage. Knowledge of Azerbaijani is essential.
Local (Azerbaijani) Experts – Strong understanding of the sector, national requirements, and legislation is an advantage. Knowledge of Azerbaijani is essential.
The experts must be independent and free from any conflicts of interest in the responsibilities they undertake.
