Call for Experts
ANKON Consulting is establishing a pool of experts for an EBRD project in Montenegro, currently in the tender phase, for consulting services for CEDIS, the national electricity distribution grid operator in the Country. We are looking for experts with practical experience in:
- Project planning and scheduling;
- Project management;
- Quality assurance;
- Contracting and procurement;
- Financial and disbursement;
- Contract management;
- Reporting;
- Environmental & social impact assessment and management, including demonstrable gender expertise
Available Positions:
Project Manager
- M.Sc. civil engineering, economics, law or similar
- Preferably 15 years’ experience on infrastructure projects and projects financed by EBRD
- Preferably 10 years as project manager or team leader for similar projects
- Experience in PIU support projects, procurement, contract management, reporting and disbursement in accordance with financial documents
- Good understanding and practical knowledge and experience of FIDIC conditions of contract
- Experience in Montenegro, region, or countries with similar level of development will be considered and advantage
QA Manager/Auditor
- B.Sc. degree in civil engineering or similar
- Preferably 10 years’ experience in civil infrastructure construction
- Preferably 5 years as QA manager and auditor for similar projects
SCADA/ADMS Expert
- M.Sc. in relevant field
- 15 years of professional experience
- Minimum 5 years of experience specific to SCADA/ADMS implementation and at least 3 completed contracts for SCADA/ADMS implementation in the electricity distribution sector
- Experience in Montenegro, region, or countries with similar level of development will be considered and advantage
Contracts, Procurement and Claims Manager
- M.Sc. civil engineering, economics, law or similar qualifications
- 10 years’ experience in contracting and procurement under PP&R
- Preferably 5 years as contracting, procurement or claims manager for similar projects
- Preferably experience on PIU support projects
- Theoretical and practical knowledge and experience of IFI (especially EBRD, WB and/or ADB) procurement rules
- Theoretical and practical knowledge and experience of FIDIC conditions of contract
- Experience in Montenegro, region, or countries with similar level of development will be considered and advantage
Finance/Disbursement Specialist
- B.Sc. degree in finance, business, economics or similar field (or equivalent)
- Preferably 5 years of professional experience
- Practical knowledge and understanding of IFI disbursement and accounting procedures
- Experience on IFI (especially EBRD, WB and/or ADB) financed projects
- Preferably experience on PIU assignments and experience on infrastructure projects
- Experience in Montenegro, region, or countries with similar level of development will be considered and advantage
Environmental Specialist
- B.Sc. degree in biology, environment or similar
- Preferably 5 years’ experience in environmental studies and EIA impact assessment
- Specific experience in environmental requirements according to local law
- Practical knowledge and understanding of EBRD’s environmental and social requirements and past experience of assistance in their successful implementation
- Experience in Montenegro, region, or countries with similar level of development will be considered and advantage
Social Specialist
- Preferably B.Sc. degree (or equivalent qualification) in relevant sector
- Preferably 5 years’ experience in similar projects within the required sector
- Practical knowledge and understanding of EBRD’s environmental and social requirements and past experience of assistance in their successful implementation including social impact management, labour and working conditions, stakeholder engagement and grievance management.
- Experience of working as Gender Specialist would be considered an advantage
- Experience in Montenegro, region, or countries with similar level of development will be considered and advantage
The experts must be independent and free from any conflicts of interest in the responsibilities they undertake.
