ANKON was responsible to provide consultancy to the Ministry of Health of Azerbaijan for equal and effective allocation of labor and resources, health financing and organization of services efficiently. The overall goal of the consortium that ANKON was a partner; was to develop options for a comprehensive reform of the health financing system, including revenue collection, pooling of funds, purchasing of services, resource allocation mechanisms, policy on benefits and patient cost sharing, and associated legal, organizational and institutional arrangements.
