Project Objective:

This project aims to assess the environmental and social impacts of 21 laboratories (2 BSL2 and 1 BSL3 laboratories in each institute) planned to be established under the World Bank supported TUCSAP Project in 7 Veterinary Control Institutes operating under the General Directorate of Food and Control of the Ministry of Agriculture and Forestry.

Within the scope of the construction of BSL2 and BSL3 laboratories planned by 2U1K and ANKON joint venture, the environmental (air, water, soil pollution, waste management, etc.) and social (local community, employees, social sensitivities) impacts of the facilities will be assessed with a holistic approach. In this framework, potential risks will be identified based on baseline analysis, preventive and remedial measures will be identified, and the entire process will be documented and presented in an Environmental and Social Impact Assessment (ESIA) Report in full compliance with the World Bank’s environmental and social standards. In addition, a comprehensive Stakeholder Engagement Plan (ESMP) including information, consultation and grievance mechanisms will be developed to ensure effective participation of all stakeholders (local communities, public institutions, civil society organizations, etc.) that will be directly or indirectly affected by the project.

Scope of the Project:

The project will cover the construction and operation periods of the laboratories planned to be built in Adana, Elazığ, Erzurum, İstanbul, İzmir, Konya and Samsun
Environmental and Social Impact Assessment (ESIA) study. All activities will be carried out in full compliance with World Bank Environmental and Social Standards (ESA and ESMF), World Bank Group General and Sectoral Environmental, Health and Safety Guidelines, Good International Industry Practice (GIIP) and national legislation.

The main activities to be carried out under the project are summarized below:
• Conducting environmental and social baseline analyses in the locations where laboratories are planned
• Conducting field visits in each province
• Conducting consultation processes with local communities, public institutions and other stakeholders
• Identification and assessment of potential environmental and social risks
• Development of appropriate mitigation/preventive measures
• Preparation of a comprehensive ESIA report for each laboratory investment

Final Objective:

The ultimate goal of the project is to ensure that these laboratory investments, which will strengthen the veterinary services and animal health infrastructure across Türkiye, are implemented in an environmentally and socially sustainable, safe and socially acceptable manner. In this respect, it is aimed to manage environmental and social risks effectively by ensuring full compliance with both World Bank standards and national regulations.
