ANKON advised Azerbaijan’s Ministry of Ecology and Natural Resources on institutional reform in the following areas:

• Reviewing organisational structure, functions and relationships with regulated public and private entities;
• Assessing human resources and recruitment practices and recommending incentives to attract qualified staff;
• Developing short-term (one-year) and longer-term (two- to five-year) plans covering organisational restructuring, improved management and interinstitutional relations, environmental compliance and institutional development monitoring capacity, public relations and priority training needs identified with the Ministry.
