Project Objective

The project aims to strengthen Türkiye’s institutional capacity to improve energy efficiency in households and buildings while promoting sustainable public procurement practices in line with EU energy and climate policies. Through technical assistance, policy development, nationwide awareness campaigns, and capacity-building activities, the project supports the Ministry of Energy and Natural Resources in accelerating the transition toward a more energy-efficient and sustainable building sector.

Project Scope

The project adopts a comprehensive approach comprising four interconnected work streams. It supports the design and implementation of a nationwide behaviour-change campaign promoting household energy efficiency, develops technical and policy measures to improve the energy performance of residential buildings, strengthens eco-design, energy labelling, and sustainable public procurement practices, and delivers cross-cutting institutional capacity-building activities.

The assignment also focuses on identifying energy-saving opportunities in buildings and household appliances, assessing legislative and regulatory gaps, developing procurement guidelines and technical tools, proposing financing mechanisms to facilitate the replacement of inefficient household appliances, and strengthening institutional coordination among national stakeholders.

Project Activities

The main activities include:

  • Designing and implementing a nationwide household energy efficiency awareness campaign focusing on behavioural change.
  • Conducting technical analyses and energy audits to identify energy-saving opportunities in residential buildings and household appliances.
  • Assessing the existing legislative and regulatory framework and identifying policy gaps related to energy efficiency and sustainable public procurement.
  • Developing technical guidelines, procurement tools, and recommendations for Green Public Procurement (GPP).
  • Supporting the implementation of eco-design and energy labelling policies aligned with European Union requirements.
  • Developing sustainable financing mechanisms to facilitate the replacement of inefficient household appliances.
  • Organising capacity-building programmes, technical trainings, workshops, and international study visits for public institutions and sector stakeholders.
  • Preparing communication strategies, visual materials, digital content, awareness campaigns, and public information tools.
  • Developing monitoring, evaluation, and behavioural impact assessment tools to measure awareness levels and energy-saving outcomes.
  • Providing technical support for project coordination, stakeholder engagement, and institutional strengthening throughout project implementation.

Project Goal

The overall goal of the project is to support Türkiye’s energy transition by improving energy efficiency in households and buildings while strengthening sustainable public procurement systems and institutional capacities.

Specifically, the project aims to:

  • Increase public awareness of energy-efficient behaviours.
  • Improve energy performance in residential buildings.
  • Promote the adoption of energy-efficient appliances and technologies.
  • Strengthen sustainable and green public procurement practices.
  • Support the implementation of eco-design and energy labelling regulations.
  • Enhance institutional capacities of public authorities through training and technical assistance.
  • Contribute to Türkiye’s climate change mitigation objectives and alignment with EU energy efficiency policies.

Expected Impact

The project will contribute to reducing household energy consumption, improving the energy efficiency of Türkiye’s building stock, and increasing public awareness of sustainable energy practices. Through strengthened institutional capacity, improved public procurement systems, enhanced regulatory frameworks, and nationwide communication activities, the project is expected to support long-term energy savings, lower greenhouse gas emissions, and accelerate Türkiye’s transition toward a more sustainable, low-carbon, and resource-efficient economy.
