The Ministry’s Project Coordination Unit commissioned ANKON to advise the Health Reform and Institutional Development programme under the World Bank- and government-funded First Health Project. Services covered health financing reform; a new health insurance system coordinated with existing arrangements; implementing legislation and procedures; a computerised National Health Information System; decentralising responsibilities and improving public hospital management; healthcare purchasing and family medicine; Ministry restructuring and institutional development; and development of central and regional health personnel. ANKON also prepared World Bank-compliant tender documents for consulting, surveys, IT and other services and participated in bid evaluation.
