The framework supports EBRD and its clients in developing tailored inclusion models across sectors and regions, expanding economic opportunities through skills transfer, training and employment for young people, including young women, and local populations in disadvantaged areas, in cooperation with public authorities.

Skills mismatches and regional disparities make it difficult for employers in many EBRD countries to recruit skilled, motivated young people, particularly for manual and service roles. Youth unemployment and rates of young people outside education, employment or training remain high, especially in Türkiye, the Western Balkans and the Southern and Eastern Mediterranean and among vulnerable groups. EBRD helps clients address these challenges through inclusion models based on international good practice and business needs, focusing on employer–education partnerships and effective work-based learning, apprenticeships and undergraduate internships.
