Project Objective

The project aims to strengthen A101’s human capital development by designing and implementing comprehensive skills development and employment programmes for the retail sector across Türkiye, with a particular focus on the earthquake-affected regions. Supported by the European Bank for Reconstruction and Development (EBRD), the project seeks to enhance workforce capacity, increase women’s participation in formal employment, and establish a sustainable, employer-led training system aligned with national qualification standards.

The assignment will support A101 in strengthening its human resources policies, developing high-quality digital learning programmes through its Learning Management System (LMS), and creating structured pathways that facilitate recruitment, onboarding, skills development, and long-term career progression for new employees.

Project Scope

The project adopts a comprehensive approach to designing, implementing, and evaluating two large-scale retail training programmes.

The first programme targets the recruitment and training of 800 new retail employees across ten earthquake-affected provinces through a five-week blended programme combining retail skills training and on-the-job learning. The second programme aims to train and recruit 750 retail and warehouse employees across 81 provinces and 63 warehouses through a six-week programme covering retail operations, logistics, supply chain management, and workplace-based learning.

Both programmes are designed to promote inclusive employment by ensuring that at least 60% of participants are women, while providing nationally recognised certification upon successful completion and supporting participants’ employment within A101.

Project Activities

The main activities of the assignment include:

  • Conducting a comprehensive baseline assessment of A101’s human resources systems, workforce structure, and training needs.
  • Analysing labour market conditions, skills gaps, and employment opportunities with a particular focus on women, youth, and earthquake-affected regions.
  • Mapping and engaging key stakeholders, including İŞKUR, universities, vocational education institutions, civil society organisations, and local authorities.
  • Developing two comprehensive LMS-compatible training programmes for retail and warehouse employees.
  • Designing digital learning materials covering retail operations, customer service, sales techniques, communication, negotiation, logistics, warehouse management, and supply chain management.
  • Developing structured on-the-job training programmes and participant onboarding materials.
  • Preparing a gender-responsive HR strategy to strengthen recruitment, retention, onboarding, equal opportunity, and inclusive workplace practices.
  • Delivering Training of Trainers (ToT) sessions and capacity-building activities for A101 staff and training partners.
  • Establishing a comprehensive monitoring and evaluation framework to measure learning outcomes, certification rates, employment performance, and gender-disaggregated indicators.
  • Supporting communication and visibility activities, including stakeholder events, success stories, communication materials, and dissemination of project results.

Project Goal

The overall goal of the project is to establish a sustainable, scalable, and gender-responsive workforce development model that strengthens A101’s institutional capacity while addressing labour shortages in Türkiye’s retail sector, particularly in earthquake-affected regions.

Through this initiative, the project aims to:

  • Train and facilitate the recruitment of 1,550 new employees across Türkiye.
  • Increase women’s participation in formal employment and promote their economic empowerment.
  • Strengthen A101’s human resources systems, recruitment processes, and employee retention strategies.
  • Develop sustainable partnerships with İŞKUR, universities, vocational education providers, and other stakeholders.
  • Enhance workforce skills in retail, logistics, and supply chain management through nationally recognised training programmes.
  • Institutionalise digital learning, competency-based training, and inclusive employment practices within A101.
  • Create a scalable model for workforce development that can support long-term business growth while contributing to regional recovery and social inclusion.

Expected Impact

The project will contribute to improving employment opportunities, particularly for women and young people in earthquake-affected regions, while strengthening A101’s capacity to recruit, train, and retain a skilled workforce. By integrating digital learning, structured on-the-job training, gender-responsive human resources practices, and strong stakeholder partnerships, the project will establish a sustainable skills development model that supports inclusive economic growth, workforce resilience, and long-term human capital development across Türkiye.
